When potassium hydrogen tartrate KHT dissociates in solvent, K+ ions are released.
In pure water, no previous K+ ions are present and the only K+ ions are from KHT.
Whereas in 0.1 M KCl solution, K+ ions from KCl are already present which decreases the solubility of KHT due to common ion effect of K+. In other words, dissociation of KHT is hindered due to already present K+ ions (from KCl) and less KHT is dissolved.
