The downtown area is targeted for an attack at noon on a weekday. Directions: Address the following parts. Part I -– Response Plan Research What are the infrastructure strengths and weaknesses? How does this data impact your response planning? What threats and vulnerabilities in Anytown could exist before and after the possible terrorist attack you selected? Assess the town for possible evacuation routes, shelters, medical treatment facilities.
Planning and preparedness can result in prevention of extreme
repercussions and illeffects at attack prone or open access
areas.
An efficient response plan can to a great extend save the lives of
people as well as reduce the negative impact on property and
resources.
Response plan
Introduction
The response plan will be prepared for dealing with emergency
situations. It will involve assigning tasks , jobs , roles,
responsibilities etc in order to guide people involved in plan to
overall control the situation and prevent hazards.
Objectives:
The Response plan will mainly aims at:
Public safety and protection
Security system at crowded areas
Minimum damages
Maximum evacuation before complexities rise
Sohisticated facilities like elevators, lift facility, electronic
stair cases, wide exits , wide entries , additional emergency exit
etc
Removing fire prone objects that might add to worst situation
Posters about the building map for population to easily identufy
shoryest way to exit.
Risk Assessment:
It will first involve the determination of visitors , tourists,
locals , contractors , employees and other sough of individuals
present there and will ensure each is provided knowledge to deal
with such situations and how to run alive.
The risk will be assessed in areas:
Risks to lives and to what extent.
Level of exposure for an anti social element to enter the
place.
Security threats and possible weapons they might carry and how to
coop up with them
Ways to mitigate risks:
Ensuring Preventive measures such as fire extinguishers, evacuation
teams, rescue teams, emergency facilities , nearby medical camps,
oxygen cylinders, wide emergency exit , etc
Planning evacuation process:
Proactive cab, and other kind of transport facility to take the
polpulation away from inflicted area.
Emergency vans well equipped with essential tools and midicare
facilities.
Predetermined and informed Doctors to readily attend the afflicted
patients.
infrastructure strengths and weaknesses?
Weaknesses:
Threat of In appropriate communication or data theft resulting in
false information among massess that might drive people near and
towards rather than driving far and away from the terrorist attack
prone area.
Blocked exits or very narrow exits , some weak buildings , not concrete enough to survive a massive attack, downtown area mostly occupied with shopping maul, department stores, banks and cinema halls , offices, buildings therefore more crowded than thought, creating a challenge.
Lack of advanced infrastructure in small shopping centers like advanced fire extinguishers, no exit facility , one storey building etc
Strengths:
Two important infrastructure facilities that actually the terrorist
attack prone areas required are neraly located so time amd lives
and be saved more efficiently :
Well flourished hospital nearby which is , well equipped , well
staffed , where doctors have been informed to stay proactive
And thus immediate care can be provided
A fire brigade deaprtment also nearby located and have been informed about the susceptibility of their urgent need.
The downtown Area is not occupied with locals therefore least houses , flats , bunglows etc leading to no loss to property and petsonal resources will be negligent for public , but not for businesses and proprietors.
how does this data affect your response plan:
This data on one hand creates some hurdles for the response plan
to work efficiently as the infrastructure requited for response
plan to work is not appropriate enough.
Due to weak buildings and lack of wide exits, response plan might
be again reviewed to identify another sourcevor create another
method of rescuing people.
The area not being locally dense provides an advantage if not to visiting each house or locality buildings for informing them or making them aware. No huge loss to property of public and to lives importantly.
Threats and vulnerabilities : Both before and after
attack:
Terrorist attack can hamper the normal functioning of people affected in some way either by loss of some loved one , or by losing their property , business , resources etc. It might take a lot of time for the area to get back to normal and return to routine as there might be huge damages to buildings , stores , shops , etc
The threat after the attack could be the spread of epidemics which are quite common after a terrorist attack with grenade and other bomb shell weapons are done. It can create breathing problems for the people living in the area and mostly affect the health of small kids
The educational institutions in that area might renain closed for a while until the normal pace is attained creating loss for children and students.
The area might remain under strict observation of enquiry departments , policy and investigation bureau creating apprehension for public
strict security checking might be imposed on general public creating inconveniences for public to live happily.
The area might be restricted from travelling for certain time to ensure diseases of not any kind spread in other places.
Hence Families may not meet their relatives
The area might lose tourist scope in future creating losses for business organisations etc.
Last qn assessing the town:
already addressed above.
