Hydrogen iodide is a polar molecule and dichloromethane is also a polar molecule, therefore, the intermolecular forces that exist between these molecules are dipole-dipole interactions. Hydrogen bonding is more predominant if polar hydrogen comes in contact with atoms like O, N, and F. There is polar hydrogen in hydrogen iodide but no polar atom-like O, N, and F in dichloromethane. But there is very very weak hydrogen bonding between Chlorine and Hydrogen.
