The rechecking of the bag containing the liquid is not a waste of resources, but by doing so, they are eliminating any remote possibility of the bag being replaced with some other type of substance, having potential to pose threat to the lives of the people and property at the airport or in aircraft. Though, there are very stringent security measures at the airports, the sophisticated modus operandi of terrorist organisations / anti social elements can use some insider to do this or similar acts. By incurring some extra cost, the security is ensuring to make the process idiot proof, and saving potential cost of damage which might runs into millions of dollars. It is surely adding value to the process.
