1. A party's vice-presidential nominee is chosen by superdelegates. A presidential nominee is however chosen by voters in primaries and caucuses.

2. The state decides whether a state party chooses it's national convention delegates in a primary or a participatory caucus. For example, in a winner all take method the candidate getting more votes from caucus gets all of that state delegates.
