SInce Ethanol is C2H5OH and hence number of atoms is 9.

For a Molecule with n atoms total no, of modes are 3n thus total no. of modes are 3*9 = 27

While 3 constiutes the translational modes and it is a 3-D molecules hence have 3 rotational modes and the rest are all vibrational modes which are 27-6 = 21

Thus there are 21 vibrational modes in Ethanol
