In case of government contracts, the government hires a third party to make facility upgrades to the original infrastructure built.

This third party will make the upgrades and either charge the government a fees for doing so or take the money from the public in the form of toll charges or maintenance fees etc.

For e.g. in case of repair work on flyovers, a third party say L&T is hired who works on the repairs and then gets a lease contract from the government to collect toll from the customers for say next 5 years.
