Whenever US legislators form a law, many of these laws are meant to be enabled by a federal or state agencies. However, when these laws are formed, the agencies often take upon themselves to interpret the law for various advantage to their administrative duties.
Chevron doctrine says that an administrative agency is allowed and has the power to reasonably interpret the law (Acts that apply specifically to them) as long as the legislators or the law does not specifically mention prohibition of an activity or event that creates a conflict.
For example let’s consider there is an Act ABC that applies (only) to an administrative agency XYZ. In this case XYZ can interpret the law (Act ABC) however they want. In case the Act ABC has some clauses that prevent occurring of an event 123 and as long as XYZ does not violate that, the administrative agency can form their own interpretation of law.
