A whistleblower is a person who reveals any information or activity which is considered illegal or unethical or inappropriate within the organization with whom they are associated.

A whistleblower can be someone working with the public sector at federal, state or local level.

A whistleblower can also be someone working in private for-profit or not-for-profit entity.

Whistleblowers were considered as selfless martyrs in public interest and organizational accountability. In other cases, they were considered traitors and defectors.

Many states have whistleblowers laws, which are applicable to local, state government as well as the individuals working in private organizations.

The WPA applies specifically to people within the federal government.

The USA has a long history of whistleblowers laws. The first being in 1778 when 10 sailors complained in 1777 that their politically connected Continental Navy commodore tortured British prisoners. Next, the first amendment offers freedom of speech to whistleblowers, which provides some protection to them.

The civil right reform act (CSRA) of 1978 was passed to eliminate the belief that many civil service employees were employed and could not be removed even if they were not competent enough.

The CSRA revised, rewrote and simplified the outdated statutes governing civil service. It provides protection to employees disclosing illegal or improper conduct of the government. The reform act established the merit system protection board and the office of the personnel management.

The CSRA covered a whole lot of claims and appeals which can be brought under the Merit systems protection board (MSPB). The MSPB has the authority to issue orders equivalent to the harm suffered by the employees. They can reverse personnel actions, restore back pay and benefits.
