a) Answer: The support of the top management in the implementation of the information systems is vital now. Considering the development in technology and the workforce is becoming more global and virtual, information systems have continued to play a vital role in the organizations. Furthermore, the top managers of an organization are willing to take the benefits of the futuristic technologies and want to become the individuals that have initiated technological change. However, there are instances where the top managers highlighted that they do not have any knowledge of the technology, the value of the technology, there are misconceptions that the information systems technology won't let the top managers work effectively.

b)Answer: Organization should be the first mover in term of implementing the information systems when data storage, processing, and management is necessary within an organization. Furthermore, it becomes necessary within an organization to analyze data, make effective decisions, keeping records and communication. This helps companies to gain a competitive advantage, make strategic decisions, and also improve business operations. Hence, it can be said that under the aforementioned conditions organization must be the first mover to introduce innovative information systems.
