What is the difference between a statement of work and a scope of work? Please cite an example of this difference.

When a corporate entity or a government enterprise issues a project proposal, RFQ (Request for Quote) or RFP (Request for Proposal), it provides specific information which reveals to the respondents/contractors whether the proposal is a good fit for them or not, and the ways in which they can respond to it. Therefore the statement of a work found in the RFQ or RFP defines all the goals and deliverables of a project and also throws light on the performance criteria. The “Scope of Work” is actually an element or part of the statement of work and reflects the specific task the respondents or contractors need to perform for meeting the goals and objectives. In most cases both “statement of work” and “scope of work” (solicited or unsolicited) are negotiable.

Statement of Work

The statement of work includes a description of the work that has been requested, performance-related criteria, the timeline for the completion of the project and/or for achieving the milestones, travel requirements, schedules of the deliverables, special skills required, and the success criteria, among other aspects. The respondent and the contractor provides a cost estimate and a proposal in lieu of the contract and statement of work.

Therefore it can be said that the statement of work is a project proposal that documents the operational purpose and financial aspects of a given project. It summarizes the purpose of the project and also describes the desired results.

Scope of Work

The scope of work clearly states all the services that the winning contractor for the vendor will provide for the particular project. The work is conducted and performed under a contractual agreement. The scope of work is often the final element of the statement of work. It includes the quantitative and qualitative performance-related requirements for drawings and notices (for construction-related projects and contracts) and other aspects and deliverables in greater detail. It also throws light on the way the work will be divided and scheduled and lists the tasks according to their timelines. The methods used for completing the task may also be listed in the descriptions. The scope of work, therefore, includes all the comprehensive details work. It also provides particular and specific details. The details may include like the individuals and professionals that have been assigned for a given task of the project, the list of equipment and tools to be used, additional resources required, and other specific details.
