Accounting to documentary 'Ghots of war' Most of the nation states put deaf ear and stood sidelines during the Rwandan genocide. They either never thought of the consequences of growing hatred between Hutu and Tusti. When reports of the genocide spread through the media, the Security Council of United States deployed more than five thousand troops in Rwanda. But because of the delay and denial of recommendations prevented the force from getting there on time and arrived months after the genocide was over. The delay in action caused thousands of Rwandan lives. The United Nations has been criticized for inaction. Security Council accepted failing their responsibility to prevent the Rwandan genocide and beg their pardon for un professional behavior towards their promise to keep the human and humanity safe.
Yes, there are many states follow their national interest despite any concern about humanity. In Rwandan genocide some of the world's leading country put their national interest before the that 100 days massacre going on in Rwanda. It is already proven that Both France and China were responsible for supplying the government with military arms which helped Hutu factional group in killing Tutsi in a mass level. If United Nations was taken right action on right time far more seriously, it could have prevented China and France from funding and/or fueling the genocide and French troops from helping the Hutu regime in power flee the country.
The time when all this was happing even though there waa a chance of morality. Because not all country were like China and France. If United Nation could have listed Belgium and Canada on right time and would have sent United Nation Peace keeping army on right time that genocide never had happened.
