4. Set the cup down in the sink and light the rim of the cup above the water line.
5. Allow the cup to burn just until the flames die down.
6. When burning is complete, douse the entire cup and splint with water.

When the water-filled cup is heated from the bottom by using a lit splint, the cup will not set on fire rather it will get hot from the bottom and the water in it will get warm and eventually will start to boil. This is because water is a good conductor of heat. So when the cup is heated from the bottom then the water in it will absorb the heat from the cup making the cup not to set on fire.
When the rim of the cup is set on fire then it will start to burn down but when it touches the water level, the flame will start to die down as the water will take all the heat from the paper cup and will not let it burn further. So we will observe the cup is burnt till the exact water level.
