The side Which has lesser tendency to attract the electrons will have a partially positive charge and the side which has higher tendency to attract the electrons strongly will have partial negative charge which means more electronegative elements will have partial negative charge and less electronegative elements will have partial positive charge

Partial positive charge==> attract the electrons less strongly

Partial negative charge==> attract the electrons more strongly

In this case as Br has 17 protons and H has only one proton so bromine attracts the electrons more strongly than H also it can become stable only by gaining electrons so it becomes partial negative and H will have a partial positive charge. As Br is more electronegative than H it has partial negative and H has partial positive

N-F

In this case F has 9 proton's and N has 5 protons so fluorine attracts the electrons more strongly than H so it becomes partial negative and as H attracts the electrons less strongly than Fluorine it will have partial positive charge.As F is more electronegative than N it has partial negative charge and N has partial positive charge
