‘No purely-incentive based environmental policy would be fully affective in resolving environmental resource-use issues unless they are a combination of command-and-control and incentive-based policies.’ The statement is correct.

A command and control policy is the policy related to environment which works on ethical resource use regulations. Incentive based which is most of the times financially based attracts and make people follow but it doesn’t fully affect them. A mix of command and control and incentive based policies is required. This has been adopted by the government for so long now. It has worked real well for the economy.
