Should it be easy or hard to change the basic document of a state or nation? Why do Californians amend their state constitution so frequently?
The basic documents of the state and or nation, are also referred as the constitution of the book of laws, that should be hard to change, because there must be a compelling case that will make people, congress and senate members to vote for it in big majority and above the party line. It will ensure that the amendment proposed, has a validity and it is for the betterment of the majority of the society. Hence, there should be a proper procedure where majority of the elected members or states, should agree for the change.
Californians make frequent amendments, because it has a very simple process to do it. To make any amendment, there is a need of the signature of the 8% of the votes put in for the all candidates that were in the last gubernatorial race and it is fairly easily achieved. Moreover, there are interest groups that charge a fee and do it on the behalf of the person or group of individuals, who want to amend. It is the reason that people collect the signature and bring amendment so frequently in California.
