Solution:

A compound is soluble in water when it forms hydrogen bond with water molecule. HF being the polar molecule, therefore, is more soluble in water due to strong tendency to form intermolecular hydrogen bonding with water molecule.

Benzene is a nonpolar molecule, hence does not able to form hydrogen bonding with water, hence is generally considered as the water insoluble.
