Max speed that a car can have on a turn without skidding is given by:

V_max = sqrt (*g*R)

Since and g are constant, So speed of car is proportional to the square root of radius of turn

V2/V1 = sqrt (R2/R1)

V2 = 20.0*sqrt (60.0/30.0)

V2 = 28.28 m/sec
