1-why do we not consider the moment in the oblique section?

2-What relationship will be existing in the normal stresses from oblique section and normaI cross section?

The moment is always maximum when normal section is considered. When we consider an oblique plane, the corresponding bending force will be resolved into a component parallel to section. So the moment will be reduced with respect to an oblique plane.
