This is a very common practice when employers look for resources in the external market and I believe that the primary reasons behind the same would be:
1. In case individuals with desired skill is not there in the organization.
2. To increase the workforce volume of the organization.
3. To evaluate and learn about strategies and approaches used by other organizations.
4. To encourage professionalism by adhering to such practices.
