The driver must have already decelerated to the new speed limit before entering the new zone, meaning they should be going 30 mph at the exact moment they pass into Zone 3. The driver may only accelerate when he has reached a zone with a higher speed limit. The driver accelerates and decelerates at 10.23 mph
