The No Child Left Behind Policy was passed in 2001. The goal was to give all students equal opportunities for studying with best teachers and help them close the achievement gaps; the fundamental was that all children reach proficiency. It was put in place to put pressure on the schools with incompetent teachers and weak administration. The policy was criticized for focusing too much on scores and less on other indicators of improvements. Annual Yearly Progress (AYP) was a minimum level of improvement that a school district must meet each year. Students must be tested in math and reading in grades 3 through 8 and once in high school using standardized tests. The reports focused on minorities, economic statuses and more.
