Public order crimes are actions that do not conform to society's general ideas of normal social behavior and moral values. A public order crime does not require an identifiable victim. Individuals can be charged with public order crimes if their conduct or acts are considered “harmful to society.”
Public order crimes are those that interfere with the healthy functioning of society. Put another way, they are outlawed simply because they conflict with social policy, prevailing moral rules, and current public opinion. Many acts that most of us deem highly immoral and objectionable are not in fact criminal behaviors punishable by law. For example, there is no law against lust, gluttony, avarice, sloth, envy, pride, or anger, though they are considered the seven deadly sins.

1. A public order crime does not require an identifiable victim. Where as in other type of crimes there require an identifiable victim.
2. Individuals can be charged with public order crimes if their conduct or acts are considered “harmful to society .” Where as in other crimes individuals can be charged if their acts are considered " harmful to society as well as to other individual or people."
3. The scope of public order crime is limited whereas the scope of other crimes are unlimited.
4. Public order crimes mainly related with money and addiction. But other crimes can be relates with money, pride, anger or other things.
How can we improve the ways in which the criminal justice system helps to decrease the number of public order crimes?
Victimless crimes such as drugs, underage drinking, prostitution regulated in a way so that all participants are willing, and gambling shouldn't be illegal at all - let people do with their life as they please so long as they aren't hurting anyone.
From my view what I understand is that in Victimless crime or public order crimes, those who do the crime is victim itself. This awareness should be circulate that you are not only affecting society but affecting and ruining yourself.
Although their should be stringent rules and regulations to combat with the public order crimes. Rehabilitation part is very important because if we let the cord loose then we couldn't tie strong bonds.
There should be procedure that social Stigma should eradicate. Because main root cause of rise in these type of crimes is Stigma also.
