Horizontal communication is nothing but the communication and exchange of information that takes place between two people or departments of similar authority and designation which directly means that the the levels of both the parties are almost the same in horizontal communication.

Hence option 3.  is correct answer as the communication is taking place between the levels of same hierarchy i.e. discussing division of labor with fellow project colleagues. Option 1 is wrong as the level increased because the conversation is between project sponsor, option 2 and 4 are also wrong as the communication is not between the parties of the same level.
