--> Users of both networks each require 30Mbps when transmitting.

a) The maximum number of circuit-switched users that can be supported :

           450 / 30

         = 15

So, 15 users can be supported maximum at a time.

b) 18 users cannot be supported under circuit switching.

Because 18*30 = 540 > 450 Mbps which is network capacity.
