We will first define what is design intent.

Design intent is used in computer aided design that defines relationship between objects so that the change to one transfers automatically to other. It is associated with parametric modelling.

In simple words, It is the planning of the changes in future, to be easier and faster.Now we have to convert the above drawing and apply the geometric tolerancing. I have modelled this drawing in solidworks.

The images that are uploaded are fully defined images i.e the dimensions are within the required constraints.The positional tolerances are specified to the fullest extent. There would be no trouble in locating the shaft.
