ANSWER: Of course, you can use FT-IR spectroscopy with all these materials ( I assumed that you referred metallic samples that are not metals but have metal-like properties. Because you cannot opt FT-IR for metal-metal bonds analysis). There is only one requirement that upon vibration of chemical bonds your materials must undergo a change in dipole moment across them.
About the response: With all these materials the absorbance of FT-IR spectrum is measured as a function of wavenumber.
