Definitely there will be outliers that are bigger than mean. Mean is the arithmetic average of the population. so the data in the population will definitely be greater than it and lesser than it too. It is the average point of data, so it cannot be above all data or below all data, It will be almost at the center point of all data. sometimes you can have a mean which is equal to the value of all population when the samples are all equal and the mean will be that same number. so you cannot have a mean which is greater than all the samples or less than all the samples.
