Good governments wants to keep the unemployment, literacy, healthcare, per capita income high and inflation, infant mortality, starvation, taxes at low. They want to maintain Human Development Index, Ease of doing business at high level.
Budgeting provides enough monetary support to plan your spending on different goals. Yes, I believe goals are affected through budgeting as different goals needs different budget. Finding the number of people which would be sheltered under goal would give us the estimate of budget. There could be a case when X number of people getting support from unemployment benefits and Y number of people getting benefit from literacy budget and A number of people getting benefits from unemployment as well as literacy budgets.
