According to Charles's gas law, the volume of the gas of given mass is directly proportional to the temperature at constant pressure.

That is, V₁/T₁ = V₂/T₂

Balloon is a closed system , helium atoms move about faster and the volume of the gas increases as it expands and so will collide with the wall of the container (the balloon) more often, this, in turn, increases the pressure inside the balloon. Increasing Temperature increases the total kinetic energy of particles, this causes them to move about faster. This increase pressure also

Balloons are elastic and so can expand in size, the increase in pressure due to helium expanding causes the balloon to increase in size. But here pressure is constant.

So, size increase elastically with fastest movement of particles.
