for a galvanic cell

E0cell = E0(right) -E0(left)

when SHE is used, E0(left) = 0.00V
then
-0.311 V = E0(right) - 0.00 V
thus E0(right)= -0.311 V
this is the standard electrode potential of right half cell.Now
use this value to get cell potential when SCE is connected

When SCE used, it has an electrode potential value= 0.241 V

then
E0Cell =E0(right) -E0(left)
=-0.311 V-0.241 V = -0.552 V
thus
cell potential = -0.552 V
