p = 0.04

1 - p = 1 - 0.04 = 0.96

n = 238

\muр = p = 0.04

\sigmaр =  \sqrt[p ( 1 - p ) / n] = \sqrt [(0.04 * 0.96) / 238 ] = 0.0127

\muр  ± 0.03

=P ( 0.01 < р < 0.07)

= P[(0.01 - 0.04) / 0.0127 < ( р - \mu р ) / \sigma р < (0.07 - 0.04) / 0.0127 ]

= P(-2.36 < z < 2.36)

= P(z < 2.36) - P(z < -2.36)

Using z table,   

= 0.9909 - 0.0091

= 0.9818
