The volume inside r = 1.5a is (4/3)pi*(1.5a)^3 - (4/3)pi * a^3 = (4/3)pi * 2.375a^3.
The charge inside that volume is ? times that.

The electric field is uniform, so the flux through the sphere of radius 1.5r is E * A = E * 4pi(1.5a)^2 = E * 4pi*2.25a^2

This equals Q/eps0, so E = [(4/3)pi * 2.375a^3 * ?] / [eps0 * 4pi * 2.25a^2] = (2.375/2.25) * a * ?/(3 eps0)

Your solution shouldn't have an r in it, since r is in terms of a. Nor should it have a b in it, since b is outside the sphere of radius r = 1.5a and therefo
