let the maximum speed be v

the total energy of oscillation , TE = 3.24 J

0.5 * m * v^2 = 3.24

0.5 * 0.5 * v^2 = 3.24

solving for v

v = 3.6 m/s

the maximum speed is 3.6 m/s
