For charge q2 to be in static equilibrium the force exerted by the charge Q has to be equal to that of q1. And opposite of direction:

F_{Q-q_{2}}=F_{q_{1}-q_{2}}

\frac{k(3.1x10^{-9})q_{2}}{(0.1^{2})}=\frac{kq_{1}q_{2}}{(0.2^{2})}

q_{1}=\frac{3.1x10^{-9}(0.2^{2})}{(0.1^{2})}

\mathbf{q_{1}=12.4nC\approx 12nC}
