Answer #1

A satisfactory plan of organization for an information systems (IS) department can be attributed to have following characteristics:

It should be kept autonomous from user departments as much as is possible reasonably.

The data processing portion of the information systems department should be separate physically and for organizational purposes. Similarly separation of the computer processing unit, the library, and the systems and programming units is also advisable from end user departments.

Thus though it should be kept approachable so that IS department can address user queries and problems, but should not be accessible without proper authorization. By doing this separation the data and systems both can be kept safe from the perspective of IS department.

Also, IS department should not be accessible for outsiders, without proper authorization.
