1) Yes it will ocuur because as Joey had milkshake, it contains lactose and as as promoter and operator are present, lactose will cleave off repressor from the operator and RNA polymerase will attach to the promoter and transcription will take place and it will make both lacZ that is beta galactosidase and lacY that is lac permease gene.
