The cost of this would be lesser productivity. The division of knowledge model suggests and one should get knowledge according to the needs of his business and to increase productivity of it. It suggests one being expert in his own area rather than having a little knowledge about everything.

But the policy which the government of following will result in everyone having a little knowledge something with no experts at all.
