Struggling with several Government questions as English is my
second language. Here is one of those questions.

There are demographic changes during the last four decades (1980s, 1990s, 2000s, and 2010) and the current estimated. Three changes are (1) white population decreases, (2) No-white population increases, and (3) Asian population increases.
(1)White population: In between 1980 to 1990 it decreases by (80% - 76% =) 4%, further 1990 to 2000, the decrease is (76% - 69% =) 7%, again 2000 to 2010, it decreases by (69% - 64% =) 5%, and lastly the estimated decrease is (64% - 61% =) 4%. Although there is a decrease trend but this is not consistent, since 4% to 7% is huge reduction of population but then the pace becomes slower because the percentages improve a bit as 7% to 5%, and 5% to 4%.
(2) No-white population: There is an increasing trend, 6% to 9% to 13% to 16% to 18%, but same as white population this trend is also not consistent. In the first two changes, there is an increase of (9% - 6% =) 3%, then it becomes (13% - 9% =) 4% (still increases by (4% - 3% =) 1% net), then there is a diminishing-increase of (16% - 13% =) 3% and (18% - 16% =) 2%.
(3) Asian population: There is truly an increasing trend with increasing-increase. In each case it increases by 1% net – suppose (3% - 2% =) 1% and (4% - 3% =) 1%.
Political power for non-white and Asian may evolve in future as their population increases. They will opt for fulfilling their demands and wants strongly (suppose the demand of education and job). In the process of doing so leaders may come forward from their communities, who will give pressure to the government and execute their powers for their upliftment.
