Eugenol is a volatile compound and it is co-distilled with steam even after its high boiling point because steam is more heat than water which is due to latent heat of vaporization.
Moreover steam distillation lowers the boiling point of eugenol as presence of immisicible liquids (water and eugenol) results in heterogenous mixture. Such a mixture has a total pressure independent of mole fractions of individual components. Hence, even less volatile is driven off with steam.
