Yes I do agree all of these factor like language, communication and cultural do matter in international negotiations and business, relations etc.
If some countries which belongs to same group of cultural and social history or equality then these countries communication in each aspect of business ,negotiations and relationship are little bit easier and that why they form regional group for development of region, cultural aspect and economic aspect like saarc, europion union ,asean etc. And they have less formality during their negotiations.
But if countries of different origin of cultural and society communicate with each other then different of language , cultural and historic aspect make thing a little bit tougher to understand and they are more formal during their negotiations and relations keep in mind that cultural hurdle or cultural thing may not one in between the way and respect each other cultural ,I.e. softpower politics during relations.
For example France and indias reltion are mor formal then India nepal or bhutan srilanka becoz of cultural distance. America and Australia are physically distanced but culturally more close due to historic origin and have very informal relations or deep understanding of each other.
African country are way different then European bor Asian or American countries that why they are still not that close with these group of nation ,becoz of their cultural distance not physical distance .that why coutriea are try to make cultural route or soft power to enter into market of Africa and extraction of their resources.
