Discuss how would you (the Manager) suggest that a generally well-functioning team handle a single non-productive member. What advice would you give the team members?

Creating structure, encouragement and goals can build up the confidence in the non productive member as may be there is some kind of lack of inspiration for that particular member. So, we should not emphasize him, there should not be hard rules to follow it. Having effective communication with the person may also create awareness and spirituality for a team work.
