According to my perspective , I don't thing so that cuts in budget affect an organisation's culture of excellence . Culture is it's ethnicity and it remains the same everytime ,it is not impacted by any flactuation in finances because the people of the organisation keeps their culture live and follows them in crisis scenario too .
