In cut stake, the grade rod value is kept higher than the rod setting, to determine the cut value. This two difference of grade rod value and rod setting gives us the value of cut.

And in fill grade rod value is alwys less than the target rod setting to determine the fill.

In 'cut' stake grade rod value is larger than the rod setting.
