When writing project proposals, what do you feel are the most important issues to address? For example, to what level of detail do you feel that scope should be clarified, qualifications provided, assumptions given, etc.? And do you feel that the level of detail should change given the project size or type?

First of all your aim and objective behind the project should be clearly mentioned in the proposal. For that you have to complete the literature review properly. Project proposal includes hypothesis, scope, qualifications, aim and objectives.

Project proposal should be up to the point not too much descriptive. So you have to maintain the size of the project based on the type of work you are going to do. For example you have to be clear that you are going for either experimental or theoretical and its few assumptions.
