Heroin is a highly addictive opioid. It can be a moral offence if it's going to ruin a life of an individual without proper indication even in the medical field in other forms.

It is same even for a heroin using pusher because of the dangerous action of it. These has to be addressed by the government taking appropriate actions to controlling illegal use. Then  screening and providing treatment to the individual who is addicted .
