The negative externalizes would be the higher taxes, the effect on the people who have to pay them or the other government programs that receive less funding and the results of less funding. The money for college tuition has to come from somewhere. The benefits would be to those who would not be able to afford college without the bill and now have the opportunity to pursue an education. I think that 4 year schools should be partially subsidized as it is now. Fully subsidizing would only increase the negative externalizes. summary by asking question
