Basically, male development can occur in fetus only when the fetal testis secreates certain specific harmones responsible for male development. This must happen during early gestation period of the fetal development. Testosterone that is secreated by testis converts the mesonephric ducts of male into some male accessory structures like the vas deferens, seminal vesicles and epididymis. During this period, testosterone also controls the descending of testis in scrotum. Penis* and scrotum*, the external genitalia, characteristics of male become well differentiated and prominent between 8 and 12th weeks of fetal gestation period.

Testosterone changes the undifferentiated external genitalia into penis* and scrotum*. This prominent change into well differentiated penis* and scrotum* occurs because of testosterone harmone secreted by testis.
