Cost to Mexico is 90200 pesos

Exchange rate is 0.05

Cost in dollars = 90200×0.05 = 4510

Cost to Brazil is 12274 real

Exchange rate is 0.29

Cost in dollars = 12274×0.29 = 3559

So cost to Brazil is less and there is no qualitative difference we should go to Brazil

So option 3 is correct
