the height of point 1 , h1 = 0 m

the height of point 3 , h3 = 10 m

let the velocity at point 3 be v3

using conservation of energy

0.5 * m * v1^2 + m * g * h1 = 0.5 * m * v3^2 + m * g * h3

0.5 * 40^2 = 0.5 * v3^2 + 9.81 * 10

solving for v3

v3 = 37.46 m/s

the velocity at point 3 is 37.46 m/s
